The street lights -- on both sides of St. Clair from Linwood Rec "east" to where St. Clair crosses 35E -- are on night and day and have been for weeks now. It's a waste of electricity and the bulbs, which I'm sure are not cheap.

Mr. Gornick (still don't have a spelling) called me back within an hour. He explained to me that the city has chosen to leave these lights on for two main reasons:
- One, leaving them on leaves them electrically live and thus unattractive to people who steal the copper from streetlights (apparently a fair number of people do this in St. Paul; he mentioned there were three new incidents just over this past weekend).
- Second, if someone does pull the wire from a streetlight, they're pulling it from conduit -- which, in the frozen winter ground, cannot be pulled up so the wire can be replaced. That would result in no light from that lamp for however long it takes the ground to thaw sufficiently. So the judgment is that constant light is better than the possibility of losing -- for several months -- the light provided by that pole.
I told Mr. Gornick that I'd be updating this report with this information; he was fine with that.
